Clear expectations for website use, fixed-scope registration support and individually quoted VIP bid preparation.
1. Provider and website
The website is operated by Pavel Basavets, an independent individual based in Poland, using TenderIntel as a service brand. TenderIntel is not a separate incorporated entity or a government office. No company registration, licence, U.S. office or government affiliation is claimed.
Email: pavelbasavets@tenderintelpro.agency
Postal / service address: ul. Cyprysowa 3/2, 64-030 Śmigiel, Poland
Visiting the website or sending a VIP request does not create a paid service contract. Standard registration services can be ordered through the linked Stripe checkout under their published scope and these Terms. VIP work starts only after a written scope, fee and deadline are expressly accepted and the agreed payment conditions are met.
Professional customers only. Services are offered exclusively to companies and sole traders for their business operations in the United States. Personal, household and consumer purchases are not offered. You must be an adult with authority to order for the named business. A sole trader may qualify when ordering for professional business purposes; incorporation is not required.
These Terms are available free of charge before ordering. You may save or print this page, or request a copy by email. The version accepted for your order is not changed retroactively.
2. Services and written agreement
Services are independent administrative and proposal-preparation support for business customers. Standard packages are:
- SAM.gov — $347: support for one standard new registration or annual renewal, including business information review, code selection and UEI/CAGE process support. Complex disputed records, extensive historical corrections or duplicate-entity remediation require a separate assessment and are not automatically included.
- FEMA — $197: preparation of one vendor profile, services and geographic coverage, and support with the applicable submission process. SAM.gov registration is not included. FEMA profile submission is free, voluntary, and not required to bid on a FEMA contract.
- State portal — $247: registration support for one primary state procurement portal in one U.S. state, commodity/service code selection and available bid alerts. Separate city, county and education portals, certifications, company incorporation and paid subscriptions are excluded. The customer identifies the state in the intake. If that portal cannot be supported, the service fee is refunded before work starts.
For VIP work, a written quote identifies the opportunity, deliverables, inputs, deadline, fee and exclusions before payment. Additional work or costs require express agreement. A specifically negotiated agreement prevails over these general Terms to the extent of a conflict, subject to mandatory law.
Services do not include legal, tax, accounting, engineering or licensed cost-estimating advice. No authority to bind the client, sign certifications, act as its legal representative or submit a bid is implied. Any separately agreed delegated action must be lawful and comply with the relevant portal’s access rules.
3. Prices and payment
Standard service fees are $347 for SAM.gov registration or renewal support, $197 for FEMA vendor profile preparation, and $247 for one state portal. These are one-time service fees in U.S. dollars, not subscriptions. A future annual renewal is a separate order. VIP preparation starts at $997 per bid package; the final fee is quoted before payment.
Standard service buttons open the relevant Stripe-hosted checkout. Review the service scope and Terms before placing an order. Any applicable tax must be displayed at checkout before payment. Third-party expenses and additional work are not charged without approval. Stripe’s own checkout and payment terms apply to its processing. This website does not collect card details.
After payment, complete the matching short intake. A page visit, receipt reference or completed form does not itself prove payment; the provider matches the transaction in Stripe before work begins. If the post-payment redirect does not appear, contact the provider from your payment email address. Do not pay a second time merely because an intake page did not open.
SAM.gov registration and FEMA profile submission are free directly. These fees pay for independent preparation and support, not government approval, influence or priority access. If your needs fall outside the standard scope or involve an urgent deadline, enquire before paying.
4. Client responsibilities
You must be authorized to act for the business and provide complete, accurate and lawful information, timely feedback, relevant amendments and the full solicitation. You remain responsible for business eligibility, licences, factual statements, pricing, technical claims and the accuracy of certifications.
You review and approve all final content. Unless expressly agreed otherwise in writing, you control your accounts, make certifications, sign and submit the final documents, and keep evidence of timely submission. Do not share passwords or MFA codes. Account permissions or delegated access must follow the relevant platform’s rules.
Do not send classified information, Controlled Unclassified Information (CUI), export-controlled material or other restricted government information. Such work is outside the standard service unless appropriate legal and security arrangements have been separately assessed and agreed.
5. Timelines and changes
Preparation timing is confirmed after the required information and scope have been reviewed. Purchasing a standard package does not guarantee acceptance of an urgent deadline. If the provider cannot support the ordered service, payment for undelivered work is refunded under section 6. Government review, entity validation, UEI/CAGE processes, portal availability and award decisions are outside the provider’s control.
Urgent deadlines are accepted only in writing. Missing client information or later solicitation amendments can affect delivery; any necessary scope, timing or fee changes must be agreed. If a deadline cannot reasonably be met, the parties will discuss an adjustment or cancellation rather than implying that delivery is guaranteed.
For VIP work, only one client is accepted per solicitation. Suitability, availability and any conflicts are checked before acceptance.
6. Paperwork error refund and cancellation
Paperwork error refund
If the relevant agency formally rejects the agreed registration or finds the agreed bid administratively non-responsive because of an administrative, formatting or compliance error attributable to the provider’s work, the fee paid for that affected service will be refunded in full.
Send the rejection notice and the submitted version so the cause can be reviewed. If the agency does not provide a written explanation, other reasonable evidence will be considered. No arbitrary claim deadline is imposed by this website; applicable legal time limits remain unaffected. Once responsibility is confirmed, the refund will be initiated within five business days. Bank or payment-provider processing can take additional time. An attempted correction does not replace an otherwise valid refund claim unless you agree.
This promise does not cover rejection caused solely by inaccurate or missing client information, unapproved client edits, missed client-controlled submission steps, government processing delays, eligibility issues outside the agreed work, price, competition, technical merit or agency discretion. A bid that is not awarded is not by itself evidence of a paperwork error. This promise does not limit any other remedies required by law.
Cancellation and non-delivery
Before work begins, you may cancel for a full refund of the service fee. If you cancel after work begins, only a reasonable amount for work actually completed within the accepted scope may be retained, with an explanation; the unused balance is returned. If the provider cancels or cannot deliver, payment for undelivered work is refunded. Mandatory withdrawal or consumer rights take priority where applicable.
7. No award or approval guarantee
No government contract, revenue, vendor preference, approval, registration completion date or competitive advantage is guaranteed. Agencies decide eligibility, responsiveness, evaluation and awards. FEMA vendor profile preparation does not confer preferred status or ensure disaster-response work.
Examples of forms or requirements are illustrative. Their applicability depends on the specific registration or solicitation. Requirements can change. The written scope, source documents and relevant agency instructions govern the preparation work.
8. Confidentiality, data and work product
Non-public client information is used only to perform the agreed work, meet legal obligations or establish or defend legal claims. It is shared only as necessary with authorized recipients or agreed providers. Personal-data handling is described in the Privacy Policy. Where a client appoints the provider to process personal data on its behalf, the necessary processing agreement must be in place before that processing starts.
You retain ownership of your business information and supplied materials. Once the agreed fee is paid, you may use, edit and submit the client-specific deliverables for your business purposes. Pre-existing templates, methods and tools remain with their respective owners; you receive permission to use any included elements as part of your deliverables.
The website’s original text, design and branding may not be copied for commercial reuse without permission. Third-party rights remain with their owners.
9. Website use and third-party services
Do not misuse the website, attempt unauthorized access, introduce malicious code, impersonate others or provide information you are not entitled to disclose. The website may be temporarily unavailable or contain errors. Material errors affecting an accepted project will be addressed directly with the client.
External sites, including LinkedIn and government portals, are operated independently and have their own terms and policies. Their availability and decisions are not controlled by TenderIntel. This does not remove responsibility for the provider’s own contractual duties.
Free electronic services and technical requirements
The website provides service information, a pre-checkout business confirmation, a VIP enquiry form and post-payment onboarding forms. Using these website tools is free; the separately described administrative services are paid. No website account, newsletter subscription or recurring website-service agreement is created.
You need an internet connection and an up-to-date browser supporting HTTPS, HTML forms and CSS. Email access is needed for replies. JavaScript is needed for the pre-checkout confirmation and enhances form feedback; enquiry and intake forms also support ordinary form submission when JavaScript is unavailable. If a tool does not work, contact the provider by email. External Stripe checkout has its own technical requirements.
You can stop using the free website tools at any time by closing the page before submission. A form submission requests contact or provides onboarding details; it does not itself confirm government submission, payment, delegated authority or acceptance of a deadline. Cancellation of paid work follows section 6. Closing the browser does not cancel a paid order or automatically erase a submitted record.
Security and acceptable use
Do not provide unlawful content, malicious files, spam, false identities or information you are not entitled to disclose. Internet communications carry risks including phishing, impersonation, malware and unauthorized access. Use updated software, check the domain before paying and never send account passwords or MFA codes. No extra software installation is required to use this website.
10. Responsibility and applicable rights
Each party is responsible for its own obligations under the accepted agreement and applicable law. No limitation in these Terms excludes liability that cannot lawfully be excluded, including liability for intentional misconduct, nor does it remove an express refund promise or mandatory consumer protections. Any project-specific allocation or limitation of liability must be set out transparently in the accepted written agreement.
The business-only restriction describes the intended customers and ordering process. It does not waive protections that mandatory law may nevertheless give a particular customer. If an order does not meet the stated professional business criteria, do not proceed to payment; contact the provider instead. Any payment made for an order outside these criteria will be reviewed and the fee for work not delivered refunded.
11. Governing law, changes and contact
Polish law applies to these general Terms, subject to any mandatory rules that protect you. Any forum clause must respect applicable jurisdiction rules and mandatory customer rights; these Terms do not impose exclusive Polish jurisdiction on a protected customer.
Please contact pavelbasavets@tenderintelpro.agency to try to resolve concerns informally. You do not have to waive legal deadlines or delay urgent legal remedies to do so.
Website Terms may be updated prospectively with a new date. Changes do not retroactively alter an accepted service agreement. If part of these Terms is unenforceable, the remaining provisions continue to the extent permitted by law.
12. Complaints and website problems
Send complaints about a service, charge or website function to pavelbasavets@tenderintelpro.agency or by post to Pavel Basavets, ul. Cyprysowa 3/2, 64-030 Śmigiel, Poland. Use “Complaint” in the email subject if possible. No special form or telephone call is required.
Please identify the service or page, describe the problem, give an order reference if available, state the outcome you request and provide a reply address. Do not include payment-card data, bank details, tax identifiers or passwords. A complaint will not be rejected merely because you did not use a particular template.
The provider will respond without undue delay, normally within 14 calendar days after receipt. If necessary information is missing, the provider may request clarification and will explain any delay. Any shorter mandatory deadline or remedy takes priority. The response will be sent by email or, if appropriate, to the postal reply address you provide. A confirmed refund is processed under section 6.
This complaint route does not suspend statutory time limits, require you to give up payment-dispute rights or prevent you from seeking other lawful remedies. For personal-data requests, the Privacy Policy and its response periods apply.
